The clinic will be held on Sunday, September 17, 2023 and Monday, September 18, 2023 at Batelle Hall in the Greater Columbus Convention Center.<br><br>The 2023 Clinic will use the Sonesta Columbus Downtown Hotel as the Clinic Headquarters. It has over 400 rooms, so all coaches who desire to attend the clinic will be able to be housed at the clinic site. In addition, the downtown Arena District is located within walking distance of the Sonesta Hotel, giving clinic attendees ample entertainment opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Batelle Hall will be set-up with a basketball court to allow for sessions \u201con the court.\u201d The line-up of speakers is below with their topics.<br><br>We hope moving back to the original format and location will allow our coaches to have an enjoyable weekend with their staff. The recommendations were subsequently approved by the NFHS Board of Directors.<br><br>In addition to awarding two foul shots for all common fouls, teams will reach the bonus when their opponent commits five fouls in each quarter and team fouls will reset at the end of each quarter. Previously, teams were awarded the one-and-one bonus when their opponents committed seven fouls in a half and two foul shots when ten fouls were committed each half.<br><br>\u201cThe rules committee studied data that showed higher injury rates on rebounding situations and saw this as an opportunity to reduce opportunities for rough play during rebounds,\u201d said Lindsey Atkinson, NFHS Director of Sports and liaison to the Basketball Rules Committee. \u201cAdditionally, resetting the fouls each quarter will improve game flow and allow teams to adjust their play by not carrying foul totals to quarters two and four.\u201d<br><br>The throw-in procedure for front-court violations was simplified in Rules 7-5-2 through 7-5-5. When the ball is in team control in the offensive team\u2019s frontcourt and the defensive team commits a violation, a common foul prior to the bonus, or the ball becomes dead, the corresponding throw-in by the offensive team will be at one of four designated spots determined by where the infraction took place. The designated spots are either the nearest 28-foot mark along each sideline or the nearest spot three feet outside the lane line on the end line. The one exception is when the defensive team causes a ball to be out of bounds, the throw-in shall be the spot where the ball went out of bounds.<br><br>Throw-in administration was also addressed in a change to Rule 7-6-6. When an official administers a throw-in to the wrong team, the error can be fixed before the first dead ball after the ball becomes live unless there has been a change in possession.<br><br>Other approved rules changes include:<br><br>Rule 2-1-3 establishes the official placement of a shot clock operator at the scorer\u2019s table for those states utilizing the shot clock.<br>Rule 3-4-5 clarifies that multiple styles of uniform bottoms may be worn by teammate, but they must all be like-colored and adhere to uniform rules outlined in Rule 3-6-2 regarding logos and trademarks.<br>Rule 3-5-6 addresses undershirts and allows teams to wear a single solid color or solid black for visiting teams with dark jerseys. This provides an opportunity for schools with hard-to-find colors to have all players wear a black undershirt.<br>Rule 9-3-3 was amended to allow a player to step out of bounds and return to the court if they gain no advantage. A player is penalized only if, after returning inbounds, the player is the first to touch the ball or avoids a violation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bob Arnzen Award<br><\/strong>The Bob Arnzen Award is awarded to coaches who have devoted 20 consecutive years or more service to the same school at any level and must be an active member of the OHSBCA for the past five years. The OHSBCA has been communicating with OHSAA over the summer and a group of 15 to 20 coaches met in early August with OHSAA Executive Director Doug Ute, Bob Goldring (OHSAA Staff), and three of the four OHSAA representatives for basketball, Jim Hayes (Central \/ Southeast), Don Spinell (East \/ Northeast), and Kevin Calver (Northwest). The topic of discussion was the switch to Max Preps for the RPI rating system.<br><br>Representatives from Max Preps presented the RPI formula at this meeting and provided several scenarios using different percentages for the categories in the RPI formula. Max Preps will again be presenting to our association at our annual fall meeting on Monday, October 23. At this meeting we will be deciding what the percentages will be for the three categories which make up the RPI rating.<br><br>The three categories a MWP (Modified Winning Percentage), OWP (Opponents Winning Percentage), and OOWP (Opponents Opponents Winning Percentage). The OHSAA Board of Directors approved the use of Max Preps RPI at their August 31 meeting for 2024 tournament seeding for girls\u2019 and boys\u2019 basketball.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Executive Committee Meeting Minutes<br>August 12, 2023 &#8211; 10:00 am<br>Cleveland Cavalier Practice Facility<br><\/strong>Attendance \u2013 Present \u2013 Bob Von Kaenel, Pat Carroll, Tom Barrick, Joe Balogh, Adam Hall, Doug Graham, Andy Booth, John Feasel. Absent \u2013 Larry Wilson, Greg Nossaman, David Sheldon.<br><br>Cleveland Cavaliers Presentation &#8211; Scott Macdonald from the Cavs presented ideas about youth programs and being more visible with the OHSBCA. Austin Carr and Campy Russell will be attending our golf outing, and making a presentation following the event.<br><br>MaxPreps &#8211; Joe Balogh reported Max Preps was at an August 1 meeting to explain their formula for seeding procedures. Most felt the 40-35-25 percentage was the most accurate. Max Preps will be at the Oct. 23 Meeting for further explanations. We would like to form a committee for this matter.<br><br>Shot Clock Survey &#8211; Doug Graham would like a detailed survey of how each boys\/girls coach feels about the shot clock. We want to know how EACH school votes.<br><br>Girls Midwest Live &#8211; Andy Booth felt that things went very well, and that we should continue with a two-day event on June 14-15.<br><br>Boys Midwest Live &#8211; Doug Graham discussed the play dates for next year being June 28-30, 2024. We considered adding an additional day to the week. Several other items were discussed including lodging, meals, and the possibility of a Referee Clinic to defray officiating cost. It was stated that room reservations should be made in advance.<br><br>North-South Game &#8211; John Feasel stated that we need to increase admission to $10 per person. It was also decided that we need a Girls Roster Position, Boys Roster Position and a Site Management position. It was stated that Greg Nossaman be approached first about doing the Boys Roster and Site Manager.<br><br>Hooplines &#8211; Pat Carroll shared information about the cost of the fall issue of Hooplines. It was decided to eliminate the Fall Issue and replace it with an OHSBCA Newsletter. We will continue the Constitution\/Year in Review mailing and the Spring Issue.<br><br>OHSBCA Financial Report &#8211; Pat Carroll went over each activity and their balances for each event that the OHSBCA conducts. He shared a current balance and handed out information about the expenses of all our activities.<br><br>Awards Information &#8211; Joe Balogh &#8211; Discussion was held and nominations were presented for the following awards: Larry Wilson Award &#8211; Sean O\u2019Toole (Gilmour Academy) NFHS Boys Coach &#8211; Ed Calo (Westerville South) NFHS Girls Coach &#8211; Jack Purtell &#8211; (Reynoldsburg) John Wooden Hall of Honor &#8211; Boys &#8211; Joe Petrocelli Girls &#8211; Mary Jo Huismann. Joe reminded everyone that the SEI Awards for this coming year are for Districts 1-4. Joe also explained that the OHSAA is asking us to split up our presentation at the State Tournament. Game 1(Saturday) will be the Wooden Hall of Honor, and Game 2 will be the Paul Walker Award, Century Awards and Arnzen Awards.<br><br>Executive Committee Responsibilities &#8211; Doug Graham led a discussion about what each officer would be in charge of for the year ahead. We have committee chairpersons for Academic Awards, Paul Walker Award, HOF Banquet, HOF Nominations, COY, POY, Asst.COY, Scholarship Awards, Academic All-Ohio Teams. We want to establish a succession plan for the future.<br><br>Larry\u2019s List &#8211; Larry Wilson stated that the rooms for the state tournament at the Dayton Marriott will be $143 per night. You can stay 2, 3, or 4 nights. He will have more information at the next meeting.<br><br>Adam\u2019s List &#8211; Adam Hall explained it has been difficult to get speakers for the clinic this year. He explained the VIP Seating at the clinic. He talked about the Podcasts he has been doing. We also agreed to support the NCAA Women\u2019s National Championship in Cleveland. He suggested that we have a female coach on the executive committee, as well as the possibility of a minority coach rep as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nominations for OHSBCA Hall of Fame<br><\/strong>Any coach can nominate a worthy candidate for the OHSBCA Hall of Fame. From time to time, questions are raised why coach so and so is not in the Basketball Coaches Hall of Fame. Sometimes it is just a simple fact that the coach has not been nominated for this honor.<br><br>Any coach can nominate a candidate for the Hall of Fame. Columbus location for this year\u2019s clinic. The clinic will be held on Sunday, September 17, 2023 and Monday, September 18, 2023 at Batelle Hall in the Greater Columbus Convention Center.<br><br>The 2023 Clinic will use the Sonesta Columbus Downtown Hotel as the Clinic Headquarters. It has over 400 rooms, so all coaches who desire to attend the clinic will be able to be housed at the clinic site. letter-spacing: normal; font-style: normal; font-variant: normal; font-weight: 800; text-decoration: none; word-spacing: 0px; white-space: normal; box-sizing: inherit; orphans: 2; -webkit-text-stroke-width: 0px;\"><br>Rule Changes for 2023-24<br><\/strong><span style=\"color: #000000;\">INDIANAPOLIS, IN (May 15, 2023) \u2013 Beginning next year, high school basketball teams will shoot two free throws for common fouls when in the \u201cbonus.\u201d This change to Rule 4-8-1 eliminates the one-and-one scenario and sets new foul limits each quarter for awarding the bonus free throw.<\/span><br><br><span style=\"color: #000000;\">Rules changes were approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its annual meeting April 24-26 in Indianapolis. The recommendations were subsequently approved by the NFHS Board of Directors.<\/span><br><br><span style=\"color: #000000;\">In addition to awarding two foul shots for all common fouls, teams will reach the bonus when their opponent commits five fouls in each quarter and team fouls will reset at the end of each quarter. Previously, teams were awarded the one-and-one bonus when their opponents committed seven fouls in a half and two foul shots when ten fouls were committed each half.<\/span><br><br><span style=\"color: #000000;\">\u201cThe rules committee studied data that showed higher injury rates on rebounding situations and saw this as an opportunity to reduce opportunities for rough play during rebounds,\u201d said Lindsey Atkinson, NFHS Director of Sports and liaison to the Basketball Rules Committee. \u201cAdditionally, resetting the fouls each quarter will improve game flow and allow teams to adjust their play by not carrying foul totals to quarters two and four.\u201d<\/span><br><br><span style=\"color: #000000;\">The throw-in procedure for front-court violations was simplified in Rules 7-5-2 through 7-5-5. When the ball is in team control in the offensive team\u2019s frontcourt and the defensive team commits a violation, a common foul prior to the bonus, or the ball becomes dead, the corresponding throw-in by the offensive team will be at one of four designated spots determined by where the infraction took place. The designated spots are either the nearest 28-foot mark along each sideline or the nearest spot three feet outside the lane line on the end line. The one exception is when the defensive team causes a ball to be out of bounds, the throw-in shall be the spot where the ball went out of bounds.<\/span><br><br><span style=\"color: #000000;\">Throw-in administration was also addressed in a change to Rule 7-6-6. When an official administers a throw-in to the wrong team, the error can be fixed before the first dead ball after the ball becomes live unless there has been a change in possession.<\/span><br><br><span style=\"color: #000000;\">Other approved rules changes include:<\/span><br><br><span style=\"color: #000000;\">Rule 2-1-3 establishes the official placement of a shot clock operator at the scorer\u2019s table for those states utilizing the shot clock.<\/span><br><span style=\"color: #000000;\">Rule 3-4-5 clarifies that multiple styles of uniform bottoms may be worn by teammate, but they must all be like-colored and adhere to uniform rules outlined in Rule 3-6-2 regarding logos and trademarks.<\/span><br><span style=\"color: #000000;\">Rule 3-5-6 addresses undershirts and allows teams to wear a single solid color or solid black for visiting teams with dark jerseys. This provides an opportunity for schools with hard-to-find colors to have all players wear a black undershirt.<\/span><br><span style=\"color: #000000;\">Rule 9-3-3 was amended to allow a player to step out of bounds and return to the court if they gain no advantage. The OHSBCA has been communicating with OHSAA over the summer and a group of 15 to 20 coaches met in early August with OHSAA Executive Director Doug Ute, Bob Goldring (OHSAA Staff), and three of the four OHSAA representatives for basketball, Jim Hayes (Central \/ Southeast), Don Spinell (East \/ Northeast), and Kevin Calver (Northwest). The topic of discussion was the switch to Max Preps for the RPI rating system.&nbsp;<\/span><br><br><span style=\"color: #000000;\">Representatives from Max Preps presented the RPI formula at this meeting and provided several scenarios using different percentages for the categories in the RPI formula. Max Preps will again be presenting to our association at our annual fall meeting on Monday, October 23.
